keyboard layout not set in installer

Description
After selecting English as installer language, and then selecting Dvorak as keyboard layout for installer, the layout does not get set in the installer. This only effects the installer right now, not the actual OS.
For example when asked to create a root password and when asked to create a login name for a non-root user, the keyboard layout remains on US qwerty.
To get around this you can set the root password to all numbers temporally until until setup is finished installing. Then after reboot, the keyboard will be set properly with Dvorak. Then set root password to what you really want.
This is a serious problem as the Dvorak layout is widely adopted and an ANSI standard since 1982. http://en.wikipedia.org/wiki/DvorakSimplifiedKeyboard
